As officially announced, Chief Palmer is retiring as Chief Constable and his last day will be April 30, 2025.
The Board extends its deepest gratitude for his exemplary service. Under his leadership, the Vancouver Police Department has consistently demonstrated its ability to navigate a wide range of complex challenges, from evolving criminal activities to shifting community dynamics. By strengthening its commitment to community, the VPD has fostered a deeper sense of trust and collaboration with the residents it serves.
Over the years the VPD has proactively implemented a variety of innovative crime reduction strategies, utilizing both traditional methods and cutting-edge technologies, all with the goal of enhancing public safety and addressing the unique needs of diverse communities across Vancouver.
None of these remarkable successes would have been achievable without the visionary and unwavering leadership provided by Chief Palmer. His strategic foresight, steadfast commitment and ability to inspire those around him have been integral in guiding us through challenges and foster and environment of growth and achievement. The remarkable progress we have witnessed can be attributed directly to his exceptional leadership, which has set the course for excellence and sustained success. His ability to navigate complex situations with both wisdom and resolve has been a key factor in our collective accomplishments.
The Vancouver Police Board’s Search Committee is currently working with an executive search firm to hire the new Chief. To ensure stability during this transition, the most senior Deputy Chief Constable, DCC Rai will serve as Acting Chief, effective May 1, 2025, until a new Chief is appointed. This decision is consistent with past practices.
In the interim, strong succession planning has been in place, with all Deputy Chiefs having received extensive training and mentorship on strategic policing, community issues, and operational leadership. This continuity will ensure that the VPD remains well-positioned to serve and protect the community as the search for the next Chief progresses.
Once again, on behalf of the Vancouver Police Board and Department, we sincerely appreciate Chief Palmer’s decades of exemplary service and leadership. He is deeply respected and greatly admired as a leader and his presence will be profoundly missed by the membership. The Board is truly grateful for his 4 decades of service and keeping Vancouver safe and wishes him the very best in his future endeavors.
