
Following an extensive search process, the Board has appointed Interim Chief Constable Rai as the 32nd Chief Constable of the Vancouver Police Department. This decision was guided by the input provided by many community stakeholders, subject-matter experts in policing, and internal partners. The Board has reached a decision that reflects growing expectations and commitment to the future of policing in Vancouver.
With 35 years of dedicated service to the Vancouver Police Department Chief Rai has built a distinguished career rooted in integrity, leadership, and an unwavering commitment to public safety. Beginning as a frontline officer, he steadily advanced through the ranks, gaining diverse operational and administrative experience across the organization. His work has consistently demonstrated a deep understanding of community policing, complex investigations, and organizational development, qualities that have made a trusted leader within the department and the broader community.
As the senior Deputy Chief prior to assuming this role, he led major portfolios including operations, investigations, and support services, ensuring the department’s strategic objectives were met with professionalism and accountability. Under his leadership, the VPD has strengthened relationships with diverse communities, implemented innovative policing strategies, and maintained a strong commitment to transparency and public trust. Throughout his career, Chief Rai has exemplified a people-first leadership style, fostering mentorship, equity, and inclusion within the department. A recognized collaborator and advocate for modern, community-centered policing, he has worked closely with stakeholders at all levels; municipal, provincial, and national to enhance public safety and build resilient communities. His long-standing dedication to the VPD and the city of Vancouver reflects not only professional excellence but also a profound sense of civic duty.
Chief Rai has been formally recognized for his outstanding contributions to policing with several prestigious awards and decorations. Among these are the Police Exemplary Service Medal and subsequent bars for long-standing, meritorious service. He has also received commendations for leadership, bravery, and service excellence, reflecting his ability to lead under pressure and inspire those around him. He has also recently received King Charles III’s Coronation Medal recognizing his significant contributions to Canada. These accolades are a testament to his unwavering professionalism and dedication to both the department and the communities it serves. In addition to strong community and operational leadership, Chief Rai brings significant tactical and national policing experience. He served for many years in high-risk areas including the Emergency Response Team and Major Crime Section, where strategic decision-making and coordination under pressure were critical. At the national level, he has contributed to cross-jurisdictional initiatives and advisory roles that have shaped policing practices across Canada. His ability to bridge frontline, community-based, and strategic policing has positioned him as a well-rounded and highly respected leader in Canadian law enforcement. Since the beginning of May, Chief Rai served as the Interim Chief Constable and provided stable leadership during a period of transition for the VPD.
The Board also wishes to extend our appreciation to the many internal and external stakeholders that contributed thoughtful insights. As well, the Board extends its thanks to the many individuals that expressed their interest in the Chief Constable’s role, and to our partners at PFM Executive Search for the sound independent advice throughout the recruitment process.
Lastly, and most importantly, the Board is grateful to the sworn and civilian members of the VPD through the interim period. The Board appreciates the commitment and professionalism from VPD members during the recruitment process. We look forward to continuing and supporting the excellent work of VPD members.
As we look ahead, we are confident that Chief Rai will continue to foster trust within the community, strengthen relationships, and lead the Department with vision, integrity, and courage. The Board remains committed to supporting Chief Rai as he assumes the new role.
