Under British Columbia’s Police Act, the Board consists of the Mayor as Chair, one person appointed by the municipal council, and up to seven people appointed by the Lieutenant Governor in Council.
Board directors are chosen to reflect the demographics of the community and are individuals who have demonstrated that they can act in the community’s best interest. Each Board director is appointed for a term of up to three years. They may be reappointed, but cannot serve for more than six consecutive years.

FRANK CHONG
FRANK CHONG
Frank Chong was appointed to the Vancouver Police Board in June 2020.
Mr. Chong is the Senior Vice-President, Risk and Finance, at Stabilization Central Credit Union. In his current role, he works closely with credit unions on issues pertaining to mergers and acquisitions, risk management, governance, strategy and regulatory compliance. Mr. Chong also leads a team at Stabilization Central that administers a specialized self-insurance program that provides fidelity bonds and cyber-crime coverage.
Mr. Chong also held senior executive and advisory roles at the BC Financial Services Authority (BCFSA) including Vice-President and Deputy Superintendent, Regulation. He played an instrumental role during the early creation and transition to the BCFSA when he served as the Interim CEO, Credit Union Deposit Insurance Corporation and Superintendent of Financial Institutions, with the Financial Institutions Commission (predecessor to BCFSA) between 2016 and 2019. During his time as a financial services regulator, he managed various financial institutions’ regulation and supervision teams. Mr. Chong was accountable for statutory approvals, policy initiatives, risk surveillance, regulatory reporting, supervisory support and deposit insurance operations. He also served as the Chair and Vice-Chair of the Canadian Council of Insurance Regulators.
During the earlier part of his career, Mr. Chong held finance and management roles at Prospera Credit Union as well as a chartered bank and an insurance brokerage. At Prospera, he was a Financial Controller and worked on several corporate acquisition and divestiture transactions. Despite the 20 years of experience in the financial sector, Mr. Chong is most fond of his time as a branch teller where he gained his first positive experience in working with people.
Mr. Chong participates actively in the local community. In addition to his current role with the Vancouver Police Board, he is also the Chair of the Brightside Community Homes Foundation. He also teaches part-time with Langara College (Real Estate Program) and with the Insurance Institute of Canada (Business of Insurance).
Mr. Chong holds a Master of Business Administration and a Chartered Insurance Professional designation.

RAZA MIRANI
Raza Mirani was appointed to the Vancouver Police Board in June of 2024.
An educator with the Vancouver School Board for 27 years, Raza currently serves as a Secondary School Principal with an administrative career spanning three schools and 11 years with a teaching career of 16 years before that. Raza has a Bachelor of Science, Bachelor of Education and Master of Education in Digital Curriculum and Technology from the University of British Columbia. Raza served 6 years on the Board of Governors for Langara College and is the former chair of the Governance and Nominating Committee.
Raza is a member of the Muslim and Pakistani-Canadian community and is the current General Secretary for the Pakistan-Canada Association. Raza has held the position of Vice President of Education with the BC Muslim Association, supporting two independent K-7 schools, and is a founding member of the Unified Muslim Alliance of British Columbia (UMABC), an organization founded to combat Islamophobia and raise Muslim voices in Canadian society.


ALLAN E. BLACK
ALLAN E. BLACK
Allan E. Black, K.C. was appointed to the Vancouver Police Board in January 2020.
Mr. Black brings extensive experience to the Vancouver Police Board, having previously served as a member of this Board in the early 2000s.
Mr. Black received his BA in 1966 and his LLB in 1969, both from the University of British Columbia, and has extensive experience representing trade unions, faculty associations and employees in all facets of labour relations, administration, employment, human rights and education law. He was called to the BC Bar in 1970 and was appointed Queen’s Counsel in 1999. He has been a founding partner of Black Gropper since 1999, where he has been exclusively practicing labour and employment law.
Mr. Black is a member of the Arbitrators Association of British Columbia, the Canadian Bar Association, and the Canadian Association of Labour Lawyers. He also served as Vice-Chair of the British Columbia Labour Relations Board and has acted as an arbitrator in numerous grievances.

DANICA DJURKOVIC

Danica Djurkovic is passionate, visionary strategic leader with over 30 years of practice in the real estate, ESG, planning, development and architecture – including the private, non-profit and public sector. She led many leading practice organizations, policies, projects and programs, that have been widely recognized. Danica brings strong strategic leadership and business skills, ESG, financial and legal competency and is well acknowledged for collaboration and strong partnership building, including public engagement.
As an Associate Vice President of Campus Planning and Facilities at BCIT, Danica is leading the BCIT campus planning and development at five BCIT campus locations. This is exciting new era for BCIT becoming highly sought out polytechnic school built on creative partnerships with the local industry, and innovative spaces to support the students and shape BC economy.
As a President of the Architectural Institute of BC, she elevated the institute and significantly contributed to the profession of architecture across the country and even around the world, as evidenced by the signing of the mutual recognition agreement with European Union. Competent Boards alumni as a Global Corporate Director (GCB.D.) and Climate Competent Board Director (CCB.D.).
Danica is a member of the Canadian Architectural Certification Board for alternative registration process for foreign trained architects (BEF A), as well as Governance Committee member of the Canadian Wood Council I WoodWorks BC. Danica and her team won 2020 CaGBC Government Leadership Award and 2024 Energy Champion Award recognizing achievements in forward vision, strategies, planning and development. Danica is the 2020 YWCA Women of Distinction Award nominee in the category of Arts and Culture.

LORRAINE LOWE
Lorraine Lowe was appointed to the Board in May 2023.
Lorraine Lowe is the Executive Director of Dr. Sun Yat-Sen Classical Chinese Garden. Born and raised in South Vancouver, Lorraine is an experienced professional with a passion for arts & culture, community engagement, tourism and the revitalization of Chinatown. With a professional background ranging from film production, finance, social services, tourism, arts & culture, her diverse lived experience inspired her to advocate for more vibrancy, innovation and intercultural and intergenerational placemaking for our city. Lorraine currently sits on the board of directors for the Chinese Community Policing Centre, The Canadian International Dragon Boat Festival Society and as an advisor on several city-appointed working committee groups.

JASON MURRAY
Jason Murray was appointed to the Vancouver Police Board in June of 2024.
Jason Murray is a partner at Eyford Partners LLP in Vancouver, where he maintains a broad litigation practice alongside roles as a legal advisor and negotiator, providing clients with guidance in Aboriginal law matters and advising First Nations, industry, and government clients on the implications of Aboriginal rights and title on resource and related development. Mr. Murray also represents clients subject to administrative and regulatory proceedings, including the discipline of members of regulated professions.
Mr. Murray has represented clients before all levels of court in British Columbia and before several tribunals.
He has served as a director of several national and local community organizations, including two terms as a director of the Jewish Federation of Greater Vancouver.
Mr. Murray is a graduate of the University of British Columbia with a Bachelor of Arts and of Queen’s University at Kingston with a Bachelor of Laws. He was called to the British Columbia bar in 2003.

JORDAN POINT
Jordan Point was appointed to the Vancouver Police Board in June of 2024.
Jordan Point is the nominee to the police board from Musqueam. Earlier in his career, he was an officer in the Department of Fisheries and Oceans but has since moved on to become the Executive Director of the First Nations Fisheries Council of BC. He is also a Musqueam Councillor.
